"It is not my wish for the BBC tilting in any particular direction, I just want it balanced, impartial and just," he declares.

A further previous consultant BBC adviser examined by the panel, Caroline Daniel, states she regards the BBC very seriously and that it operates a "ongoing system and active debate" across evolving and intricate issues.

"Whether the BBC was ready to engage in a thorough discussion and exchange and implement changes?" she reflects. "From my perspective, yes they were."
